embassy in benghazi? >>reporter: these are conversations i have had with people familiar with intelligence. this area, libya, north africa, was considered a hot zone or a hot region. since june of this year there were at least four incidents, either successful or plots, against diplomatic interests or on diplomatic personnel. so it was considered a hot region, active. now, when they say there was no "actionable intelligence," that means that there wasn't something specific enough in the opinion of the intelligence community to do something, to try and mitigate the threat. that's the subject or where the rubber meets the road. was there sufficient intelligence in the region, that it was "hot," and that there were attacks or attempted attacks on diplomatic personnel that more steps should have been taken to protect the americans who were killed in benghazi? that is the question. >>trace: thank you, catherine. and now, intelligence expert, a former c.i.a. convert officer and president of the global intellige

in benghazi, libya, visiting the ruins, charlie what did you see? >> reporter: well, nora, ruins is a good way to describe it, because the place has been decimated. every single building, every single room has been torched, everything inside smashed to pieces or taken out. really, there would have been no place to hide in that compound. when you talk to libyans here you hear the same thing. everybody is heartbroken. they're saddened, shocked by what's happened. they say that they're ashamed of what's happened. they say the ambassador is a personal friend to the libyans. he was here for growth, to show there is a stable future forelibya, ironically, and they held a pro-american rally last night here in benghazi to reinforce those sentiments. so, you know, even days after this event, there is a sense of shock, of anger at those behind it, and the investigation now continues to find out who was behind these killings. the libyans tell me this was directed by al qaeda. this could not have come out of anger from the libyan people. >> charlie, will we see

we testified about how active he was in eastern libya near benghazi. we knew he was there when there was no terrorist involvement. there was eight committee chairman and subcommittee chairman based on our own sources of information, people in the government, primarily in law enforcement who told us that this is being discussed. we sent a letter to the secretary of state and to the attorney general asking them whether or not there is any discussion at all of the blind sheik being transferred. the answers we got are too cute. the state department says there is no plan at this time and they're not aware of any recent contact from senior officials on this issue. so they're not denying it. all they have to say is that the blind sheik will die in an american jail. no one is saying that. the only reason i can consider it is the president's whole apology approach, if we're nice to them, maybe they won't attack us. >> that gets us into much trouble, this idea of denying it. does this administration understand that there is still a war on terror going out there
